Finely chop the cauliflower florets and black garlic bulbs in a food processor until they resemble rice. (5 minutes)

Transfer the mixture to a large bowl. Add the flour, beaten eggs, bread crumbs, baking powder, salt, black pepper, basil, parsley, oregano, rosemary, red pepper flakes, and onion powder. Mix thoroughly until all ingredients are well combined. (3 minutes)

Preheat your air fryer to 400°F (200°C). Line the air fryer basket with parchment paper and lightly spray with cooking spray to prevent sticking. (2 minutes)

Using a large cookie scoop or spoon, drop mounds of the cauliflower mixture onto the prepared parchment paper. Gently flatten each mound with your fingers to form patties. (3 minutes)

For a smoother patty texture, steam or microwave the cauliflower florets for a few minutes before processing.
Adjust the amount of red pepper flakes to your spice preference.
